Jining's Industrial Playbook: What a 9.3% Industrial Value-Added Rise Means for Foreign Founders

Jining's first three quarters of 2026 saw above-scale industrial value-added grow 9.3%, supported by chain-based industrial policy, park clustering, digital and green upgrades, and streamlined approvals. Here is how foreign founders can read the city's operating environment.

Why Jining Deserves a Closer Look

For foreign founders choosing where to register or expand a manufacturing or technology operation in China, Shandong's Jining offers a case study in how local industrial policy is structured. According to the Jining government, above-scale industrial value-added in the city grew 9.3% year on year in the first three quarters of 2026. The same source reports that the 15 signature industrial chains grew 9.5% over the same period. Beyond the headline number, the city's published measures reveal the mechanisms a foreign-invested enterprise would encounter: chain-based coordination, park clustering, project support, digital and green upgrading incentives, and administrative reform.

Chain-Based Industrial Governance

Jining has established a command structure for building itself into a “strong city of new-type industrialization,” led by a commander-in-chief drawn from the municipal party secretary and mayor. A “1915” working mechanism coordinates cluster task forces with municipal departments that lead the “chain chief” system, producing a division of labor in which chain chiefs handle chains and task forces handle clusters.

The city has mapped 15 signature industrial chains and 35 key industrial chains, and adopts a “one chain, one policy” approach with three-year industrial development action plans for each. Four mechanisms address supply-demand information gaps: chain integration, cross-chain integration, five-chain integration, and customized matching.

Parks as the Main Platform

Jining has issued opinions on high-quality development of industrial parks and is optimizing a “1+15+N” park layout, aiming for complementarity, coordination, and differentiated development among parks. A “1+1+N” park policy system channels finance, land, talent, and energy toward key parks, with priority given to land and energy needs of major park projects.

For a foreign founder, park selection is therefore not merely a real-estate decision. Parks are where resource elements are concentrated, and where priority allocation for major projects is most likely to be felt.

Support for Lead Firms and Smaller Enterprises

The city applies “one enterprise, one policy” support to 88 “chain leader” enterprises, and reports that 4 local companies appear on the 2026 China Top 500 Private Enterprises list. It also runs a gradient cultivation program for quality small and medium enterprises, maintaining categorized cultivation pools with dynamic management. In the period covered, 388 entities were newly added across categories including innovative SMEs, provincial single-champion enterprises, provincial specialized, refined, distinctive and innovative SMEs, and key “little giant” enterprises.

Foreign founders should note that these programs are generally designed around domestic enterprise categories. Eligibility for a foreign-invested entity may depend on its registered status and certification track, so confirm details locally rather than assuming access.

Project Delivery and the “Five Ones”

Jining treats project construction as a top-priority task, combining leadership sponsorship with task-force promotion under a “five ones” requirement: one key project, one sponsoring leader, one task force, one promotion plan, and follow-through to the end. In the first three quarters, 1,142 key implementation projects at provincial, municipal, and county levels were advanced.

Named examples in the source include:

Digital and Green Upgrading Incentives

Jining is advancing a national pilot for digital transformation of SMEs, selecting service providers and disbursing more than RMB 32 million in awards and subsidies to 160 pilot enterprises. It is also pushing an “AI plus manufacturing” action plan and a green manufacturing upgrade, building a three-tier green manufacturing system described as national-level leadership, provincial-level demonstration, and municipal-level cultivation.

One local illustration: Shandong Jiaxiang Kelunpu Heavy Industry reported output value of RMB 1.57 billion from January to September, up 323.8% year on year. Its general manager attributed this to combined intelligent production and green manufacturing, citing a six-stand rolling process, thickness and profile control within 0.02 mm, a 30% efficiency gain, 30% energy savings, and a stated product performance improvement of 8–10 times. These are company-reported figures, not independent assessments.

Access to Officials and Faster Approvals

Between August 28 and September 18, Jining held 8 chain-specific entrepreneur symposia covering the 15 signature chains; municipal leaders publicly shared WeChat QR codes and added entrepreneurs as contacts, with government departments responding on the spot. Separately, 379 municipal and county officials are assigned to serve all above-scale industrial enterprises, and a platform allows direct reporting of issues on talent, education, innovation, and funding, handled through a ledger, tiered processing, deadlines, and closed-loop management.

The city has also packaged administrative approval pain points into “one category of matters” service lists, cutting approval time by more than 60%, and assigned dedicated service lists to each of the 15 signature chains, clarifying the path from landing to production, consultation, and complaint.
